HIPAA
The Health Insurance Portability and Accountability Act of 1996 (“HIPAA”) has had a profound effect on organizations that deal with confidential health information. Accordis is a healthcare clearinghouse as defined by HIPAA and thus is also a Covered Entity and subject to many of the HIPAA requirements (some requirements affect healthcare providers and/or health plans but not healthcare clearinghouses). There are four basic components to HIPAA that affect Accordis, as follows:

1. The Transaction and Code Set Rule was published in the Federal Register on August 17, 2000. The full migration to ANSI transactions has been achieved.

2. The Privacy Rule was published in the Federal Register on December 28, 2000 and all Covered Entities were required to be in full compliance by April 14, 2003. Accordis was in full compliance with the Privacy Rule by April 14, 2003 and has continued to be.

3. The Security Rule, which was published in the Federal Register on February 20, 2003, identifies specific administrative procedures, physical safeguards and technical security services to guard the integrity, confidentiality and availability of Protected Health Information. Accordis was in full compliance with the Security Rule by the April 2005 deadline and has continued to be.

4. The National Identifier Rule was published in the Federal Register on January 23, 2004, and compliance is required by May 2007. As always, Accordis will meet these requirements.
